ACTIVITY REPORT
A- GENERAL INFORMATION
1- Legislation:
Regarding the subject, Public Servants Ethics Board Law No. 5176 and Public Servants Ethics There is a Regulation on the Principles of Conduct and Application Procedures and Principles and the procedures are carried out within this framework.
2- Establishment of the Commission:
In accordance with Article 29 of the Regulation on the Principles of Ethical Conduct for Public Officials and Application Procedures and Principles dated 18.07.2024 and 98499an ethics commission was established with the Approval of the Mayor of Melikgazi, and the commission was assigned;
Ahmet YALÇIN - Mayor Deputy, Mehmet KARAKÖSE - Urban Design Manager,Arif BAKIRTAŞ -Editorial and Decisions Manager, Olcay GÜNDÜZ - Human Resources and Training Manager and Oğuzhan HERDEM - Legal Affairs Director was elected for a period of five years.
3- Secretariat Service:
The work and operations of the Ethics Commission of Melikgazi Municipality are carried out by the Human Resources and Training Directorate.
B- DUTY AND AUTHORITY
Melikgazi Municipality Since there is no qualified regulation regarding the duties and powers of the Ethics Commission of the Presidency, works and procedures are established in line with the Law No. 5176 on the Establishment of the Ethics Committee for Public Servants, the relevant provisions of the Regulation on the Principles of Ethical Conduct of Public Servants and Application Procedures and Principles, and the instruction letters sent by the Prime Ministry Ethics Committee. .
C- INFORMATION RELATED TO ACTIVITIES
In accordance with the second paragraph of Article 23 of the Regulation on the Principles of Ethical Conduct for Public Officials and Application Procedures and Principles, with the internal circular dated 10/05/2005 and numbered 265, the Ethics Agreement was made to be read and signed by all employees and placed in their personal files. New recruits are also made to sign an ethics contract and kept in their personal files.
Work has also been carried out on this issue in the preparation of the 2024-2029 Strategic Plan of Melikgazi Municipality and the Internal Control Standards.
Staff participation in educational meetings and seminars on Ethical Principles was provided by institutions, organizations and non-governmental organizations.
25 Ethics Day was celebrated between May and June 1.
All instructions sent by the Prime Ministry Ethics Committee were communicated and informed to all employees on time.
RESULT:To date, there has been no application to our Municipality regarding the violation of the principles of ethical behavior.
