Mustafa Palancioglu was born in Kayseri in 1970. He completed his K-12 Education in Kayseri. In 1992, he graduated with a Bachelor’s Degree in Geomatics Engineering (B.Eng) of Yıldız Technical University. He pursued his Post Graduation Degree (M.Eng) with the thesis ''City Information System Project of Aydın Municipality''. In 1993, he started to work as a Research Assistant at the Department of Civil Engineering in Erciyes University. Between of the years 1997 and 2002, he earned his Doctorate Degree (PhD) in the University of Maine in USA. 

After returning back to Turkey in 2002, he worked as an Assistant Professor at the Department of Geomatics in Erciyes University till 2009. He held various positions on different dates such as Deputy Head of Geomatics Map Engineering Department and Head of Measurement Techniques Division, Board Member of Develi Vocational School of  Higher Education,  Project Coordinator of International Office EU Projects, Board Member of Erciyes Teknopark Inc. and  Consultant of Kayseri Metropolitan Municipality.

Mr. Palancioglu gave Undergraduate and Graduate Courses in different fields such as Location Measurements, Geographical Information Systems, Real Estate Management and Valuation,  Measurement Information, Technical English, Scientific Research and Presentation Techniques,  Human Relations in Engineering and Entrepreneurship at various departments such as Geomatic Engineering, Civil Engineering, Industrial Engineering, Computer Engineering and Biomedical Engineering in Erciyes University. Mr. Palancioglu also gave courses within the scope of Erasmus Academic Staff Exchange Program at Vaxjö University in Sweden in 2008. 

Mr. Palancioglu has many National and International Publications, Awards and Plaques. He has worked as Researcher and as an Executive in many Tubitak Projects and Scientific Research Projects of Erciyes University. 

In 2009 he was appointed as the Secretary General of Middle Anatolia Development Agency by the Republic of Turkey Prime Ministry State Planning Organization. Within the context of this task, he  conducted activities for the preparation of development plans of provinces Kayseri, Sivas and Yozgat and their districts. Financing and Implementation of Projects for public and Private  Institutions. He also operated accelerated activities for regional potentials to be known and to become outburst.

Mr. Palancıoğlu, whose specialties such as local development, city planning, urban information systems, satellite positioning systems, real estate management, urban transformation, EU and Tübitak projects.

Mr. Palancioglu resigned from the Development Agency due to the local elections in 2014. He was elected as the mayor of Talas Municipality as the candidate of Ak Parti. He is currently working as Mayor of Melikgazi Municipality. 

He is married and has 4 children. He has Advanced Level of English.
